Limited moves on EU flying charge

Governments opposed to the EU climate levy on international aviation have agreed a limited package of counter-measures during a meeting in Moscow.

But they will not immediately lodge a case against the EU for breach of UN rules, as had been proposed.

The 23 nations issuing a joint declaration include the US, China, Brazil, Japan, Saudi Arabia and Russia.

An EU spokesman said the bloc would welcome joint moves towards a global deal on fast-rising aviation emissions.

Governments at the Moscow meeting were protesting against an EU law that came into force in January.

It means that all airlines have to add up greenhouse gas emissions from flights that begin or end at EU airports, and must pay a small charge or trade carbon permits on the EU Emission Trading Scheme (ETS) if they exceed their allowance.

Airlines also have to pay for 15% of their allowance. The caps will be tightened over time, increasing incentives for aircraft manufacturers and operators to become more fuel-efficient.

China has banned its airlines from taking part in the scheme, which could lead to them being fined or barred from European airspace.

Russia and the US are debating similar moves, and there have been fears that the issue could lead to a trade war, despite the small sums of money airlines will have to pay.

Calculations suggest the measure would add $2-3 per transatlantic flight, which is far smaller than existing levels of taxation levied by governments.

A draft declaration drawn up earlier this month indicated that opponents would immediately file a legal challenge to the EU under the Chicago Convention, the 1944 agreement on aviation rules.

Among other things, it says that each nation has sovereignty over its own skies, and that aviation fuel is exempt from taxation.

The 23-nation group say the EU's inclusion of international flights in the ETS breaches the convention.

But the declaration issued at the end of the two-day meeting merely says countries will "consider taking actions... including, for example, a proceeding under... the Chicago Convention".

It also says they will "continue their intensified common efforts" to agree global measures limiting CO2 emissions from aviation within the International Civil Aviation Organization (ICAO), and "strongly urges the EU member states to work constructively in ICAO" to achieve such an end.

Fast growth

It was partly in frustration at the failure to get an agreement at ICAO, despite 14 years of talks, that the EU enacted its unilateral legislation.

And Isaac Valero-Ladron, the European Commission spokesman for climate action, agreed that work should go forward.

"Let's be honest; what came out from this [Moscow] meeting? Nothing new and nothing concrete for the climate," he told BBC News.

"The serious work to reduce global aviation emissions should continue at ICAO. If these countries meeting in Moscow are serious about getting a global agreement on action, then let's get it done!"

The EU says it would suspend its measures in the event of a global agreement that had equal impact on emissions.

In December, the European Court of Justice ruled the EU levies were legal under international law.

Currently, aviation accounts for only about 2% of the world's greenhouse gas emissions.

But they are rising faster than any other sector, despite the increasing efficiency that manufacturers have achieved in recent years.

How Did Human Brains Get to Be so Big?

New research points to an ancient energy tradeoff that meant more fuel for brains, and less fuel for muscles.

Recently while visiting the National Museum of Natural History in Washington, D.C., I found myself pondering the noggins of some very, very, old apes.

Along one wall of the Hall of Human Origins ? an exhibit on human evolution that opened in 2010 ? were 76 fossil skulls from 15 species of early humans. Looking at these skulls, one thing was clear: ?millions of years of evolution have given us much bigger brains.

In the 8 to 6 million years since the ancestors of humans and chimps went their separate ways, the human brain more than tripled in size. If the earliest humans had brains the size of oranges, today?s human brains are more akin to cantaloupes.

As for our closest primate relatives, the chimps? Their brains haven?t budged.

With our big brains we compose symphonies, write plays, carve sculptures and do math. But our big brains came at a cost, some scientists say.

In two recent studies, researchers from Duke University suggest the human brain boost may have been powered by a metabolic shift that meant more fuel for brains, and less fuel for muscles.

Our big, hungry brains

Co-author Olivier Fedrigo told me the full story one morning over coffee near his home in Durham, North Carolina. The human brain isn?t just big, he explained. It?s also hungry.

While the brain makes up only 2% of our body mass, it consumes more than 20% of our oxygen supply and blood flow. Compare that to only 7-8% in other primate species, Fedrigo said.

The human brain uses more energy, pound for pound, than any other tissue. Yet our body burns the same number of calories as other primates our size.

In 1995, two researchers in the U.K. published a landmark study arguing that if our overall energy budget didn?t go up, our bodies must have compensated by diverting energy from somewhere else. The theory is called the expensive tissue hypothesis, first proposed by anthropologist Leslie Aiello, then of University College London, and physiologist Peter Wheeler of Liverpool John Moores University in England.

In the years after Aiello and Wheeler published their paper, the expensive tissue hypothesis started to gain support, though scientists had different ideas about which tissues paid the price for bigger brains. ?There?s been a lot of debate about how this tradeoff might have been accomplished,? said Duke evolutionary biologist Greg Wray.

In 2003, an anthropologist at Northwestern University named William Leonard published a study arguing that the price we paid for a bigger brain may have been punier muscles. ?[The thinking was that] even if you?re totally buff, you?re nothing compared to a chimp,? Wray said.

Subsequent studies have raised questions about whether humans are really the scrawny members of the primate clan. Rather than having less muscle than would be expected for an ape of our size, it may be that our muscle is just distributed differently, said Duke anthropologist Christine Wall. Compared with other primates ?humans are scrawny up top but bulky below,? she said.

?But the hypothesis still holds,? Fedrigo added. To build a bigger brain at the expense of muscle, ?our muscles could have evolved to be smaller, or more efficient, or the metabolic cost of walking could have decreased, or it could have been some combination of these things,? he said. ?The possibilities aren?t mutually exclusive.?

In a study published last October, Fedrigo, Wray, Wall and colleagues tested the tradeoff hypothesis and pinpointed changes in two groups of molecules that may have shuttled more energy to our brains, and less to our muscles. ?This is the first time the hypothesis has been tested at the molecular level,? Wray told attendees at the 2011 meeting of the American Association for the Advancement of Science.

The primary source of energy for the brain is glucose, which is pumped into cells where it is needed most with the help of proteins called glucose transporters. Glucose transporters are encoded by a family of about a dozen genes. The researchers zeroed in on two glucose transporter genes, one of which, called SLC2A1, is turned on mostly in brains, and the other, called SLC2A4, is turned on mostly in muscles.

Mutations in SLC2A1 lead to insufficient glucose getting across the blood-brain barrier, which can cause seizures, learning disabilities, or a condition called microcephaly, which turns a normal brain into a tiny one. ?The brain basically starves,? Wray said.

To get a better picture of how these genes evolved after humans and other primates went their separate ways, the researchers compared the human versions of the genes with the same genes in chimps and two more distantly related primates, orangutans and macaques. When they compared the DNA sequences of the genes from each species, they found a number of changes in the human version of each gene but not the other three species.

To find out if those changes may have helped to ferry more glucose to brains, and less to muscles, they measured the amount of mRNA copies of each gene ? a measure of how much protein the gene is likely to make ? in brain, muscle, and liver samples from each species. Compared with chimps, humans make three times more of the glucose transporter found in brains, but only 60% of that found in muscles.

?The tradeoff is exactly what one might predict,? Wray said.

These probably weren?t the only tradeoffs that led to our enlarged brains, the researchers say. In another study published last year, they pinpointed another set of genes that may have funneled more energy to brains, and less to muscles ? this time in the form of a metabolite called creatine. Glucose is the brain?s primary fuel, but creatine provides a backup source of quick-burn energy when glucose runs low.

Creatine is ferried in and out of cells with the help of several genes. When the researchers measured the expression levels of these genes in tissue samples from humans, chimps and macaques, they found that human brains had twice the levels of SLC6A8 and CKB, two genes that regulate how creatine is used by cells. But in contrast to brains, the levels in human muscles were no different from chimps.

Back at the Hall of Human Origins, I turned away from the wall of skulls and made my way to another part of the exhibit, where lifelike busts of eight early humans, outfitted with muscles, flesh and hair, stare out from their cases.

AT&T CEO takes $2M pay cut over T-Mobile deal

(AP) ? AT&T Inc.'s board cut CEO Randall Stephenson's 2011 pay by $2.08 million because he engineered the failed deal to buy T-Mobile USA, according to a regulatory filing Tuesday.

Opposition from federal antitrust regulators forced the Dallas-based phone company to give up on the $39 billion deal in December. That meant it had to hand over $4.2 billion in cash and spectrum rights to T-Mobile as a so-called "break-up fee" to compensate T-Mobile for the failure.

Looking at that $4.2 billion charge, AT&T's board cut Stephenson's cash bonus by 25 percent, and cut his stock award by 6 percent, for a total of $2.08 million.

That left Stephenson's 2011 total pay package at $18.7 million, according to the Associated Press formula. His compensation was down from $20.2 million in 2010.

It's unusual for company boards to cut CEO compensation for specific missteps. But the cost of the failed T-Mobile deal was exceptional. It's standard practice to offer break-up fees to get acquisition targets to sign on to a deal, but the one AT&T promised was unusually large.

The AP's compensation formula includes Stephenson's salary, bonus, perks, above-market returns on deferred compensation and the estimated value of stock options and awards granted during the year.

The calculations don't include changes in the present value of pension benefits, and they sometimes differ from the totals that companies list in the summary compensation table of proxy statements filed with regulators.

For all of 2011, AT&T earned $3.9 billion, or 66 cents per share, on $126.7 billion in revenue. That compares with net income of $19.9 billion, or $3.35 per share, on $124.3 billion in revenue in 2010.

Lulu and I have had our share of training issues, from mastering the down command to heeling during walks. Lulu may be 7 years old, but she?s still learning new skills. Whether you have a puppy or an older dog, it?s never too late to tackle basic commands.

I asked professional dog trainers to share the most prevalent behavior issues, along with solutions. You may have read about the top five most common problems. Here are five more predictable issues and tips for overcoming them.

Problem: The dog won?t come when called

When you call your pooch, do you hear crickets rather than a tinkling collar? Dog trainer Sarah Wilson suggests that the whole family try an old-fashioned game of hide and seek. Be sure to offer plenty of praise when your pup finds each family member.

?Come is the command people practice the least,? says Wilson, founder of an online training forum called My Smart Puppy. Hide and seek keeps dogs mentally stimulated while altering the dynamics of your relationship. ?It?s the dog?s job to keep up with you, not your job to keep up with the dog,? she says.

Use the ?come? command before each meal, and make sure dogs sit before digging into that bowl of kibble. Wilson also likes to train pets using their favorite squeaky toy. Remove all other toys, say the ?come? command, and then squeak the toy. Over time, your dog will understand that the command leads to wonderful treats. Just be sure to practice inside as well as outside, Wilson warns.

?If they won?t leave a biscuit on the ground, they won?t leave a squirrel outside the house,? she says. ?Start with a treat, then the ball and work your way up.?

As you practice the ?come? command, dog trainer Andrew Zbeeb of Frogs to Dogs in Atlanta suggests adding focus exercises to the mix. He likes to use high-value treats when challenging dogs outside. Invest in a long leash and get your dog?s attention before running backward while holding the treat.

?As we run backward, the dog follows,? he says. ?Then we stop and say, ?come.? The dog learns it is running toward its handlers and being rewarded for doing so.?

Increase the distance over time and slowly encourage your dog to sit and stay after it approaches. Remember, training involves trial and error so be patient. Zbeeb warns against repeating commands, even when you get frustrated.

?Stop asking your dog 30 times to come,? he says. ?They don?t know what it means and they don?t want to follow you, so you are wasting your breath. Teach them what it means to come. When they know what that means, you can teach the dog.?

Problem: Inappropriate interaction with kids.

Kids between the ages of 5 and 9 have the highest rate of dog bite injuries, according to the Centers for Disease Control and Prevention. While injuries related to dog bites have been decreasing in recent years, Wilson says parents should exercise caution when assigning dog-related tasks to the kids.

?If you can?t walk the dog easily and safely, don?t ask the child to do it,? she says. ?If you can?t feed the dog safely, don?t ask the child to do it.?

Most trainers also encourage parents to bring kids to obedience classes. This reinforces everyone?s role in caring for a family pet. Wilson also stresses that kids follow the Golden Rule.?

?Never allow the child to do to a dog what you wouldn?t allow them to do to a younger child; no chasing or pulling,? says Wilson. ?Teach kids that a dog?s body language is quite a bit like ours. If they don?t look at you, is that friendly? No.?

She also tells kids to use caution when approaching dogs. If the dog ignores people, she says that means they are not interested in playing. Take it as a sign to leave them alone.

Even with training, some pets simply do not interact well around strange people or pets. To address potential etiquette issues that may arise during walks, a group of frustrated dog owners created a Facebook page called DINOS: Dogs in Need of Space. One Facebook fan handles unwanted advances by saying, ?My dog just isn?t that into you.?

Problem: The dog is unruly around other pets.

Pay close attention to pets and watch for signs that they aren?t getting along. Wilson stresses that cats need plenty of escape routes so that they can move up and away from unruly dogs. It also helps to keep dogs on a leash when visiting a home with other pets. Sometimes young, four-legged guests can cause trouble. When an older dog growls at a puppy, Wilson corrects the puppy first.?

?Usually the older dog is growling because it already said, ?Leave me alone,? and the pup didn?t,? she says. ?Everyone has a right to their own space. Also, limit hard, fast play. The faster everyone is going, the bigger chance for injury.?

Problem: Separation anxiety

Dog trainer and police officer Michael Upshur of Dogma Dog Care says several pet owners call seeking help with separation anxiety. Many of the cases involve small dogs (aka purse pooches) that become destructive because they so rarely spend time alone. To correct the issue, he tells pet owners to leave dogs alone for five minutes, return and offer praise. Increase the duration until your dog learns that it will be fine alone.

He also says owners should let dogs be dogs. Research the characteristics and temperament of your dog?s breed. For guidance, check out the American Kennel Club website, which lists detailed information on more than 150 breeds. If you have a mutt, talk to your veterinarian for guidance or focus on the breeds your dog resembles most. Upshur adds that mental and physical stimulation also help deter destructive behavior.

??A lot of people think walking is the only exercise a dog needs,? he says. ?A dog needs to run, too. Let them get out and stretch their legs and you will have a very well-behaved dog.?

Problem: Leash aggression

I?ve had my share of chiropractic adjustments due to Lulu tugging on the leash. When dogs pull on the leash, Upshur starts by correcting the owner.

?That dog is reading your body language,? he says. ?If the owner pays attention to a stray dog, the dog will pay attention. The more tension you have, the more the dog goes into protection mode or flight mode.?

Upshur tells owners to walk with confidence and move away from distractions such as stray dogs or children playing. To build a dog?s confidence, he suggests exploring the entire neighborhood during walks. This helps your dog overcome any fear of car sounds and other distractions.

?The dog needs to know that the owner is not going to let anything happen,? he says. ?Walk with confidence and don?t slow down.?

New Research Report Shows Working Women in Restaurant ...

This Valentine?s Day, the restaurant industry?s busiest day of the year, a new research report shows that women who work in the industry face systematic discrimination, poverty wages, a lack of sick days, and five times more harassment than the general female workforce.

One major cause of poverty for these working women is that restaurant lobbyists have succeeded in keeping the federal minimum wage for servers and other tipped workers frozen at only $2.13 per hour for the past 20 years.

The new report, ?Tipped Over the Edge,? was released today on Capitol Hill by Restaurant Opportunities Centers United (ROC-United), U.S. Representatives Donna Edwards and Eleanor Holmes Norton, and other major research and advocacy organizations, including Family Values @ Work, HERVotes Coalition, The Institute For Women?s Policy Research, Momsrising, National Coalition On Black Civic Participation?s Black Women?s Roundtable, National Council For Research On Women, National Organization For Women, National Partnership For Women & Families, National Women?s Law Center, Wider Opportunities For Women, Women Of Color Policy Network (NYU Wagner), and 9to5 National Association for Working Women.

?Everything else has gone up in the past 20 years ? meal prices, CEO pay, and the cost of basic necessities like housing and health care,? said ROC-United Director Saru Jayaraman. ?Congress needs to say no to restaurant lobbyists so the women who serve America its food can afford to eat.?

Mayaba Liebenthal, a server in New Orleans, said it is difficult surviving on $2.13 an hour. ?I have had my phone and electricity cut off, having to make the decision of what I could without for a few days until I could afford it,? she said, ?Millions of people across America like myself deserve more.?

Findings in the report include the following?

Profiting from poverty.
Since 52% of all restaurant workers are women, but 66% of tipped workers are women, the lower minimum wage for tipped workers is essentially creating legalized gender inequity in the restaurant industry. In most industries, the gender wage gap is due to employer discrimination, but in the restaurant industry, it?s also a matter of law.
7 of the 10 lowest-paid occupations in the United States are restaurant occupations. Most of these occupations are majority female and pay median wages below the poverty line.
Servers ? of whom 71 percent are female ? are almost three times more likely to be paid below the poverty line than the general workforce and nearly twice as likely to need food stamps as the general popula tion.
Despite having the same poverty rate for the overall workforce of 6.7 percent, states that follow the federal tipped subminimum wage have a much higher poverty rate for servers than states without a subminimum wage (19.4 percent vs. 13.6 percent), and this burden of poverty falls mostly on women.

The industry follows a conscious business model of confining women to the lower-paid positions within restaurants. Women are hired for only 19 percent of chef positions, for example, even though traditionally most women are more likely to do a majority of the cooking at home.
In addition, women are confined to the lower-paying seg ments of the industry such as quick-serve and family style rather than the highest-paying fine dining segment. So even within the same job classification of server, full-time, year-round female servers are paid just 68 percent of what male servers are paid ($17,000 vs. $25,000 annually). Over a work career, that means the industry takes an extra $320,000 from each female server ? money that might otherwise make it possible to buy a home or car or send children to college.

Five times more sexual harassment.
Nearly 37 percent of all sexual harassment charges filed by women with the Equal Employment Opportunity Commission (EEOC) come from the restaurant industry ?

more than 5 times the rate for the general female workforce.
Food handling while sick.
While only 31 percent of U.S. employers don?t provide health coverage for employees, 90 percent of restaurant workers surveyed nationwide reported not being provided employer-paid sick days or health benefits. Two?thirds reported having to cook, prepare, and/or serve food while sick because they could not afford to take unpaid time off.

Unpredictable scheduling.
Restaurants typically choose not to provide workers with predictability and more than a few days? advance notice of schedules, a burden that falls hardest on women juggling child care or elder care arrangements.

Raise the minimum wage for servers and other tipped workers
In 1996, restaurant industry lobbyists convinced Congress to overturn 30 years of past practice that provided that the subminimum wage for tipped workers automatically rose with federal minimum wage increases for other workers.

Since then, seven states have eliminated the subminimum status of tipped workers entirely and provide that restaurants must pay them at least the minimum wage.
But even if the federal subminimum for tipped workers were raised to 70 percent of the normal minimum wage of $7.25 per hour (the same percentage as before 1996), that increase to $5.08 per hour would immediately improve incomes for the families of nearly 837,200 workers, 630,000 of whom are female, who are not in states that already provide higher minimums or subminimums, and raise the wage floor for five million women. It would also decrease the gender pay equity gap in the industry by one fifth.

?Poverty-wage women are subsidizing restaurant CEOs and their Wall Street shareholders,? said Jayaraman ?It?s Robin Hood in reverse.?

The National Restaurant Association just released its 2012 forecast, which predicts the restaurant industry will earn a record-breaking $635 billion in revenue this year, despite the country?s economic downturn.

Over the years, the industry has become dominated by wealthy chains that often have large Wall Street stockholders. These chains lead the National Restaurant Association in fighting to keep wages low and benefits out of this growing industry.

For example, Darden Restaurant Co., the nation?s largest full-service chain, made more than a half billion dollars in net income in fiscal 2011. Darden owns and operates approximately 1,900 restaurants, including Capital Grille, Red Lobster, Olive Garden, LongHorn Steakhouse, Bahama Breeze, and 17 Seasons. Major shareholders include J.P. Morgan Chase, State Street Corporation, Capital Research Global Investors, Lazard Asset Management, and other Wall Street banks and investment companies. Darden?s CEO, Clarence Otis Jr., a former executive of J.P. Morgan; Kidder, Peabody & Company; and First Boston Corporation, had compensation in 2011 of $8,480,148 along with stock shares and options worth $22,126,933.

In addition to an increase in the subminimum wage for tipped workers and a raise and indexing to inflation of the federal minimum wage for all workers, the report?s recommendations include establishing a national standard for paid sick days; mandatory sexual harassment training; support for job training and career ladders; stronger enforcement of equal opportunity laws; and support for collective organizing among restaurant workers.

The Oil Price: Warning of War? - Finance Education

When you?re just not sure what any of it means anymore, there?s always the price action. That?s the basic theory behind Murray?s trading method at Slipstream Trader. He takes his customary mid-week look at markets today with a video update. Click stock market update to watch it now.

One of the markets we meant to look at briefly yesterday was the oil market. It is preparing for war. But its preparations were disrupted yesterday by a trading ?glitch?. Dow Jones newswires reports that, ?Crude futures settled higher overnight in a chaotic trading session as a failure of CME Group?s Globex electronic oil-trading platform shut out scores of traders and forced all trading onto the New York Mercantile Exchange floor.?

That?s kind of strange. The interruption of electronic trading didn?t make much difference to the closing price for the March futures contract. It closed at just about US$100. But it would have been something to see all those traders run from their green screens and rush to the pit to make trades the old-fashioned way.

It?s amazing there hasn?t been a deliberate hack or attack on electronic markets yet, by the way. It will happen eventually. Either a whole index will be attacked, or maybe just a single share held to ransom. You might even argue that high frequency trading and algorithms are a kind of legal share price hacking.

In any event, let?s assume that prices are legitimate and look at one of them in particular, Brent Crude Oil. We wrote yesterday that the oil market is preparing for war. By that, we meant that the price of Brent crude has broken out of a channel where it was making lower highs and lower lows. Have a look at the chart below.

Oil building a war premium

To be fair, our method of chart analysis is not nearly as thorough as Murray?s. But we?re looking at the chart to see how it squares with our macro-view. This chart is a bit of a riddle. You can see at least three different ideas embedded in it.

The first idea is that oil prices can crash. That may seem too obvious to point out. But how many people thought oil would fall from $140/barrel in mid-2008 to less than $40 by the end of the year? Not too many, your editor included. Today?s high oil prices should be viewed with 2008 in mind.

The second idea: oil may be a lousy inflation hedge. The investment industry has propagated the idea that exposure to oil is one way to hedge a falling US dollar. Since oil is priced in dollars this makes sense. When you have more dollars chasing oil, prices rise.

The chart suggests that oil prices may be the product of inflation more than a hedge against it. There?s certainly a fair bit of volatility in the oil price. If you wanted a hedge against inflation that would let you sleep well at night, oil wouldn?t be it.

The third idea we get from the chart is that the recovery since the crash-low of 2009 doesn?t have much conviction. You have some people buying oil as a dollar crash hedge. You have some people buying it on pure supply/demand dynamics. And you have some people buying it because they think there?s going to be a shooting war in the Middle East.

The very latest price action, in which the oil price breaks out of the little trend channel we?ve drawn over it, is the last thing we?d bring to your attention. Is this directly related to the possibility that Israel could attack Iran? Are traders building in the war premium to the oil price?

This is a tricky one. Various pundits have been warning of/advocating for an Israeli strike on Iran. Yet the more we think about it, the less likely we imagine this will ever happen. No one really wants it to happen. It?s disaster for all parties involved. Only the zealots and the ideologues believe it is inevitable.

You?d think that as long as the adults in the room were calling the shots, there won?t be a war with Iran. But the margin is just as important in geopolitics as it is in economics. A small group of dedicated people can ?tip? the rest of the crowd into irrational behaviour. The result is a kind of economic and cultural suicide that ends a period of prosperity.

Could that happen now? It might be the natural evolution of the financial crisis into a political and military crisis. Maybe this is how complex systems decay and disintegrate. They have enough life in them to be dangerous, especially with individual human beings at the head of them.

The Western world has been so safe, comfortable, and prosperous for most people in the last 20 years that it?s almost unimaginable we could be seriously inconvenienced. It?s even more unimaginable that Great Powers like China, the US, and Europe would permit a war to break out smack dab in the middle of the world?s largest oil reserves. But collective plunges into insanity and war happen pretty regularly in human history.

Investing in ?America? ? ? Homeless on the High Desert

Economists estimated in 2011 that the United States needed $2 trillion in immediate investments just to bring its infrastructure up to date, and with?borrowing costs low?and the nation?s unemployment rate still high, such investments would allow the country to fix its crumbling roads and bridges while also putting unemployed Americans back to work. President Obama is attempting to take advantage of that opportunity by?releasing a budget?that takes billions of dollars in war savings and pours them into infrastructure investments and job creation programs.

Obama laid out his budget proposal, which includes the Buffett Rule to raise taxes on millionaires and aims to?cut the deficit?by $4 trillion over the next decade, today in Virginia. The budget includes billions in spending on infrastructure programs, worker training, and higher education investment, all in attempts to create jobs and bolster the nation?s economic recovery:

The president will propose using half of the money from ending Americas? two foreign wars to subsidize investment in infrastructure?as part of his request for over $800 billion in multi-year spending on job creation and transportation.

The Obama budget also includes funds for worker training to prepare American workers for open jobs through community colleges and other avenues and invests in higher education to make Americans ?the most skilled workers in the world? in the future, Obama said.

Republicans have already opposed multiple attempts to invest in infrastructure spending and create jobs, as they fought efforts to include further infrastructure measures in the American Recovery and Reinvestment Act,?fought?a 2010 attempt to pass a large-scale infrastructure bill, and?blocked?the American Jobs Act last fall, even as the infrastructure in their districts continues to crumble. Multiple Republicans have already?announced their opposition?to this budget.

Obama?s budget may not be perfect ? it cuts spending from areas that need investment and it includes less revenue than bipartisan plans like Simpson-Bowles ? but considering the tough budgetary environment, it is a?step forward on the road to economic recovery. The GOP, meanwhile, continues to tout budgets that force radical spending cuts, jeopardizing the nation?s economic recovery and putting America on a path that economists say increases the likelihood of yet?another painful recession.
